Prohibits and penalises production, possession, sale, transport and consumption of narcotic drugs and psychotropic substances, with quantity-graded sentences, reverse burdens and stringent bail conditions.
No person shall cultivate, produce, possess, sell, purchase, transport, import inter-State, export inter-State or use any narcotic drug or psychotropic substance except for medical or scientific purposes as permitted.
Graded by quantity: small quantity up to one year; intermediate up to ten years; commercial quantity ten to twenty years rigorous imprisonment and fine of ₹1-2 lakh.
